[WSSSPE] WSSSPE4

Hi Dan,

I agree that another WSSSPE event would be beneficial for the community and
co-location with another event has some advantages.
While I haven't seen that XSEDE announces a call for any workshops (
https://www.xsede.org/web/xsede16/call-for-participation), we might be able
to convince the organizers that it is also a gain for XSEDE to have WSSSPE4
co-located. We only have to move fast then - it's already in July but would
cover another location than Denver with Miami.
